Why is N Korea just now threatening to destroy the USA?

They never made such threats when Bush was in office, nor Clinton, nor Bush, nor Reagan, nor Carter, nor Ford, nor Nixon, nor Johnson, nor Kennedy. Why now? what is different now? Did something ***CHANGE***?
