How to get rid of musty damp smell from flat?

There must be mold growing eather under the carpet or within the walls. If its under the carpet, you will have to pull it up and eather clean it or replace the carpet. If the walls, you can eather replace the sheet rock or seal all the cracks that would allow the smell to come through with silicone.
