I need your opinion?

I was recently watching a news thing about ice caps melting, and the main concern seemed to be that it had a compounding effect. Ice works to reflect sun light, so the fast the cap melts the faster the earth heats, green gry areas absord sun light more and ect. Would a mandate that any new construction have white or light colored roofs help? I know thats probably just a drop in the bucket but I noticed on some ariel overview maps houses with white roofs really stand out.
