How many different orders are there if you put all 5 vowels first and then the consonants?

So there are 5! (120) arrangements of the vowels, and 21! [5.11*10^(19)] arrangements of the consonants. but why do you multiply both numbers of arrangements to get the total number of arrangements? Why don't you add them?
